After September 11, the nation has been on heightened security and the Air National Guard (ANG) was directed to make changes to their Rapid Response program nationwide. Butler Construction signed a master agreement with the government that provided an emergency procurement program for ANG hangars with F-15 and F-16 interceptors on strip alert, patrolling the skies against terrorism as part of Operation Noble Eagle.
Locally, the mission was to construct four Rapid Response F-15 hangars at the Portland International Airport in 30 days without disruption to existing operations. ESI Construction was selected as Butler's strategic partner to provide construction services for the necessary upgrades to the Oregon Air National Guard facilities (OANG).
